To compile an OpenGL program using GCC 64-bit on Windows, you will need to do the following:
Install the OpenGL libraries and headers:

- Extract the contents of the downloaded archive to a directory on your computer.
- Add the directory to the system's PATH environment variable.

Create a project file for your OpenGL program:
