UWF Shutdown/Restart - different behaviour in Windows LTSC 2019 and 2021
The behavior of UWF (Unified Write Filter) when shutting down or restarting a Windows device may differ between LTSC 2019 and 2021 due to changes in the UWF implementation.
In LTSC 2019, the default behavior of UWF when shutting down or restarting the device is to commit any pending changes to the UWF overlay before shutting down or restarting. This allows any changes made during the current session to be preserved.
In LTSC 2021, the default behavior of UWF when shutting down or restarting the device is to discard any pending changes to the UWF overlay before shutting down or restarting. This ensures that the device starts up in a clean state and any changes made during the current session are not preserved.
To change the behavior of UWF when shutting down or restarting the device, you can modify the following registry key:

In this key, there are two values that control the behavior of UWF when shutting down or restarting the device:
ShutdownMode
controls the behavior of UWF when shutting down the device.RestartMode
controls the behavior of UWF when restarting the device.
To change the behavior of UWF, you can modify the value of these registry keys to one of the following:
0
(default): Commit any pending changes to the UWF overlay before shutting down or restarting the device.1
: Discard any pending changes to the UWF overlay before shutting down or restarting the device.
